I’m Hemant from DhanGuard. For a new business, the right Dubai free zone licence mainly depends on what you actually plan to sell or provide. In most cases, a Commercial, Professional, or Industrial licence will be the most relevant starting point.

Here’s how I usually explain the options:

• Commercial Licence: Suitable if you're involved in buying, selling, importing, exporting or distributing physical products.
• Professional/Service Licence: A good fit for consultants, marketing agencies, IT companies, business advisors and other service-based businesses.
• E-Commerce Licence: Designed for businesses selling physical or digital products through online platforms.
• Freelance Permit: More appropriate for individuals and independent professionals working on their own rather than establishing a conventional company.

Why a Free Zone Can Work Well for a New Business

Free zones are particularly attractive to startups because they generally offer 100% foreign ownership and don't require a UAE national shareholder for standard free zone structures. Many authorities also provide relatively streamlined application processes.

Another advantage is the availability of flexi-desks and other flexible workspace options, so you may not need to commit to an expensive traditional office immediately.

However, I wouldn't recommend selecting a licence simply because it has the lowest advertised price. Your business activity, visa requirements, banking plans and intended customer base should all be considered before choosing the free zone and licence.

For example, if you're launching an online clothing store, an E-Commerce or Commercial licence may be appropriate. If you're starting a management consultancy, a Professional/Service licence would generally make more sense.
