Hi, I'm Hassan Ahmed from Kenya. I'm planning to register my company in a UAE Free Zone, but most of my potential customers are based in Dubai and Abu Dhabi. Will I be allowed to do business across the UAE with a Free Zone company, or am I restricted to operating only inside the Free Zone?
I’m Shilpa from DhanGuard Consultancy, and this is one of the biggest misconceptions about Free Zone companies.
The simple answer is yes, a Free Zone company can do business across the UAE, but the rules depend on what type of business you operate.
If you're providing services
If your business offers professional services such as:
- IT Services
- Business Consulting
- Digital Marketing
- Graphic Design
- Software Development
- Management Consultancy
you can generally provide these services to clients anywhere in the UAE, provided your business activity is covered by your Free Zone license and any industry-specific regulations are followed.
For many service-based businesses, a Free Zone setup is more than sufficient to work with clients in Dubai, Abu Dhabi, Sharjah, and other emirates.
If you're trading physical products
The rules are different for trading businesses.
A Free Zone trading company can:
- Import and export goods internationally.
- Trade within the Free Zone.
- Sell products outside the UAE.
However, if you want to sell or distribute goods directly into the UAE Mainland, you may need to:
- Appoint a local distributor, or
- Obtain the required Mainland approvals or licenses, depending on your products and business activity.
The exact requirements vary depending on what you're selling and the regulations governing that industry.
A quick comparison

Business Type |
Can Operate Across UAE? |
Additional Requirements |

Service Business |
Yes |
Usually no additional trading license, provided the activity is permitted under your Free Zone license. |

Trading Business |
Yes, with conditions |
May require a local distributor or relevant Mainland approvals to sell goods within the UAE. |
One thing I always advise entrepreneurs is not to choose between Free Zone and Mainland based only on the setup cost. Your decision should depend on how your business will generate revenue. A consultant and an importer may have completely different licensing requirements even if both plan to serve customers across the UAE.
